Whole kids foundation is an American company but grants are available in Canada. If you receive the grant (upwards of $2000) they even send an entire gardening curriculum along with tools like aprons, gloves, knee-savers, etc.

In addition to these possibilities, many soil/landscaping companies and greenhouses will donate soil and seeds to schools. With a simple prepared letter and a willingness to put yourself out there, donations can be accessed. Once the structures are in place, seed saving and simple fundraisers should sustain the garden with little up-front money needed.
